These funds are used to provide all medically necessary services to all persons with mental illness, especially persons in the targeted populations, who present themselves for service regardless of their ability to pay.  Priorities for service in the State Fiscal Year (SF-10) include: screening individuals for the state & local hospitals, provide rehabilition services to the target population with no insurance; to act as a liaison for the state, local hospitals and Phychiatric Rehabilitiation Treatment facilities, & assist in discharge planning.  And also provide services to the non-target, ininsured population as well as provide services to those who are uninsured and at risk of being homeless or a t risk of being jailed who have a mental illness.  The Family Centered System of Care funding is a set aside for youth with a severe emotional distrubances to acess mental health services.  FCSC builds on a foundation of community collaboration, parent support/family empowerment plus an array of community based services consistent with SRS approved plan.
